On March 2–5, 2026, the CAF Training of Trainers (ToT) was held in Maastricht, the Kingdom of the Netherlands, hosted by the European Institute of Public Administration (EIPA).
The training covered the topics of strengthening knowledge and skills on the Common Assessment Framework (CAF), increasing the capacity of specialists participating in the self-assessment process in state institutions, and developing institutional capabilities in the field of applying the CAF methodology.
The State Examination Center was represented at the training by Gunesh Gadimova, Head of the Human Resources Management Department, Parviz Kazimov, Head of the Competence and Professional Potential Assessment Department, and Narmin Abdurahmanova, Head of the Strategic Research and Project Management Unit.
Within the framework of the training, the participants exchanged experiences in applying the CAF model, organizing self-assessment processes in organizations, determining priorities, and preparing action plans.
It should be noted that the CAF project is currently being implemented at the State Examination Center at the initiative of the European CAF Resource Center, the German Society for International Cooperation (GIZ) and the OECD's SIGMA program. The representatives participating in the training are also members of the self-assessment group operating within the framework of this project.
