Qeyd etmək lazımdır ki, dövlət qulluğuna qəbulda səriştələrin yoxlanılması üzrə situasiya yönümlü qiymətləndirmə alətlərinin öyrənilməsi Azərbaycan Respublikası Prezidentinin 2018-ci il 23 noyabr tarixli Sərəncamı ilə təsdiq edilmiş Azərbaycan Respublikasında dövlət qulluğunun inkişafına dair 2019−2025-ci illər üçün Strategiyasının 5.4. bəndində əks olunan Dövlət qulluğunda səriştə (kompetensiya) modelinin tətbiqinə hazırlıq məqsədini daşıyır.

These trainings were conducted by the Lithuanian expert Irena Zukauskaite within the framework of the EU funded Twinning project “Support to further reforms of the civil service system in Azerbaijan”.
On the first day of the training were discussed the features of assessment instruments used in civil service recruitment in Lithuania, their application in testing or interview stages, as well as have been made presentations on the process of preparing situational instruments on competency assessment, qualitative indicators of assignments, monitoring capabilities and other practical issues.
On the second day of the training, presentations and discussions were continued on the psychometric parameters of situational tasks, indicators of reliability and validity of the instrument.
On the last day of the training, alongside with discussing practical issues, the possibility of analyzing situational assessment instruments within the Classical and Contemporary test theories was highlighted.
It should be noted that the study of situational-oriented assessment instruments for competence testing in civil service recruitment approved by the Decree of the President of the Republic of Azerbaijan dated November 23, 2018, and Article 5.4 of the Strategy for Civil Service Development in the Republic of Azerbaijan for 2019-2025 is aimed at preparing the Civil service competency model.
