The International Association for Educational Assessment (IAEA) was founded in April 1977 at an international conference held in Princeton, New Jersey, USA. Since then, delegates from over 50 countries have met at annual conferences to share challenges and solutions in the field of educational assessment.
As a permanent member of the organization, the State Examination Center (SEC) closely collaborates with the IAEA on areas such as establishing interstate cooperation in knowledge assessment, exchanging experience, and applying new assessment methods.
Every year, the SEC participates in IAEA's annual conferences with a large delegation, presents to the international community its local innovative steps and successful projects.
The State Examination Center, in collaboration with the IAEA, made a request for the organization's annual conference to be held in Azerbaijan, and a decision was approved holding IAEA's 45th Annual Conference in Azerbaijan on 22-27 September 2019.
The main theme of the Conference held in Baku was "Assessment and Decision Making: Individual and Institutional Solutions" and mainly covered the following topics:
- Application of assessment in decision-making (student admission, selection of cadres etc.);
- Reliability and validity of assessment in decision-making;
- Challenges and opportunities in policy of student admission and selection of cadres;
- Experience in making forecasts based on scientific research;
- The future of assessment tools in the field of student admission and selection of cadres;
- Assessment results and decision-making responsibility;
- Electronic assessment and advanced technology-based platforms;
- Principle of impartiality in assessment and decision-making process.
It should be noted that the State Examination Center (formerly the State Student Admission Commission) was also the organizer of the 33rd international conference of the International Association for Educational Assessment on the topic of "Interdependence of National Assessment Systems and Educational Standards" held in Baku from 16-21 September 2007 and was selected a member of the IAEA Executive Committee in 2008.
