NISPAcee was founded in 1994 as an independent, non-profit, non-governmental organization, working on public administration issues in Central and Eastern Europe. In October 1995, NISPAcee was registered as an international organization in Slovakia as an independent legal entity.
NISPAcee's activities cover schools and training centers, including the institutes of NISPAcee's member organizations, as well as civil servants responsible for training and education.

- Alena Brunovska Award (Alena Brunovska was one of the founders of NISPAcee and the first chair of the organization's Presidential Committee. The award is given to academics and teachers who have contributed to improving the quality of public administration education and research, programs and courses in member institutions in the Central and Eastern European region.
NISPAcee carries out its mission based on 5 fundamental functions: The main purpose of the organization is related to these fundamental functions.

- Provision of information support - advocacy
The long-term goal of NISPAcee is to ensure financial sustainability. For this purpose, a membership fee is applied.
Since its inception, NISPAcee has successfully completed the following major projects:
- Established and improved the Executive Secretariat responsible for the implementation of all NISPAcee functions and programs;
- Organized annual research-oriented conferences;
- Summer seminars;
- Public Service Forums twice in a year;
- Other specialized meetings;
- Implemented programs related to information, learning, as well as research publications;
- A brochure on Public Finance translated into the languages of Central European countries;
- Quarterly News on public administration and public policy and documents on the events organized;
- Publications of SIGMA and other organizations;
- Evaluation of academic programs in Central European countries;
- Implementation of a 2-year East-East Exchange program;
- Creation of a database and website www.nispa.org.
NISPACee was created as an outcome of the joint efforts of individuals and institutions of the region who are willing to share their knowledge and skills in order to share their efforts to address current and future challenges in the field. NISPACee is an arena for East-East cooperation by way of supporting, mediating and facilitating joint research, education and training programs, and through discussions between trainers, civil servants, trainers, public sector managers and policy makers.

The next Annual Conference of NISPAcee was held on 18-20 May 2017 in Kazan, Republic of Tatarstan, Russian Federation. The event was organized jointly with Kazan Federal University and themed “Innovation Governance in the Public Sector”.
