TAIEX – Technical Assistance and Information Exchange is one of the institution-building instruments managed by the European Commission (EC). In 1996, this instrument started to be applied in order to provide technical expertise on EU legislation on all areas to EU-candidate countries by the public authorities of the EU Member States (MS). Since 2006, it has been applying in both the Eastern and Southern Neighbourhood countries. The main financial source of TAIEX is provided by the Instrument for Pre–accession Assistance (IPA II) for enlargement policy activities and by the European Neighbourhood Instrument (ENI) for activities carried out in the Neighbourhood. TAIEX is essentially a demand-driven assistance instrument and facilitates the delivery of specifically tailored practice to meet the needs in short-term institutional development, as well as capacity-building.
TAIEX assistance is carried out through:
- Workshops (for one or more beneficiary countries);
- Expert missions;
- Study visits.
TAIEX supports the Public Institutions (PIs) of the Beneficiary Countries (BCs) in understanding, exchanging, implementing and applying EU policies, legislation, regulations and legal acts, and facilitates the exchange of best practices. It is essentially a tool for assistance that is motivated by demand and implemented in relation to the resolution of specific issues within a short time frame.
Implementation of the TAIEX instrument in Azerbaijan.
The TAIEX has been the leading assistance instrument in Azerbaijan under the EU ENPI framework since 2008.
TAIEX – Technical Assistance and Information Exchange Instrument, managed by the Institution Building Unit of the European Commission's Directorate-General for Enlargement, is an institution-building instrument that has also been applying to the European Neighbourhood Policy (ENP) countries and Russia (Decision 2006/62/EC) since 2006.
This enlargement activity is supported by the TAIEX National Focal Point (NFP), which operates under the Programme Management Authority (PMA – whichever institution it is located in) and also acts as the Twinning NFP.
TAIEX assists the ENP countries in convergence, implementation and enforcement of legislation with EU legislation. TAIEX is essentially a demand-driven instrument and helps to provide relevant expertise tailored to needs in short time to solve problems. TAIEX provides assistance by the experts of EU Member State (MS) national authorities to their counterparts and interested parties in Partner Countries.
In 2006, TAIEX became the main cooperation instrument in Azerbaijan under the EU's new European Neighbourhood and Partnership Instrument (ENPI). The high number of TAIEX events reflects the increasing interest of Azerbaijani public authorities in TAIEX as one of the most effective EU assistance instruments.
